Best French Bistro - Best French Cafe

I overheard a converstation recently (you can overhear it too, if you scroll down a bit and look for steak tartare) about the best French Bistro in San Francisco. This conversation soon took a tangent off to the rarified evirons of the difference between a French Cafe and a French Bistro.

This seems like a good way to waste a few minutes and also to enlighten me as to the difference between a Cafe and Bistro.
