Fat free half'n'half as substitute for cream

So I had this wonderful double crust pot pie recipe from Jenny Can Cook. She of course cuts out the fat and I of course tried to put it back in as I had no whole milk, so I used 1% and some fat free half n half. My beautiful, tasty, gorgeous delicious pie came out full of water. Seriouly I'm bailing out this water like a sinking ship. Although it did have precooked fresh veggies....and I added a pat of butter to the milk mixture which was mixed with a half cup of flour, cooked until thick in the pan. I"m guessing something went chemically wrong in the half n half sub. Where did all this water come from? I had slits in the pie. Thoughts?
