O Fado -- what the dillio?

Finally got to O Fado (years ago an idiot told me it was in Beverly), and it lived up to expectations. The menu selections are numbered, something I nornally associate with Chinese restaurants, but here's the puzzler: The numbers start at 11! What happened to 1 through 10? The waiter said he didn't know. Is it variation of Calvin Trillin's theory that Chinese know how to order things in Chinese restaurants that non-Chinese don't? Are 1 through 10 available only if you speak Portugese?
