Best English style afternoon tea place?

Wanted to get an idea from the ChowHoundz what they think are the best afternoon tea places?

I've been to the Compass Rose in Union Square (forgot the hotel name) which wasn't that great, and there's a very nice homey place called The English Rose in San Carlos which is also really good. Lisa's Tea Treasures (Burlingame, Los Gatos, Campbell) is the absolute worst...high prices, tea bag teas that you can get anywhere that is not of good quality, and limited selection (worst of all, not worth going)

But nothing tops The Tea Cozy in Cambria. They do everything right and very well. For those who have been there, is there someplace in SF and/or the Peninsula area that comes close?
