Eleven Madison, Per se or Bouley?

Hello, we are headed to NY on a family trip this summer and my brother turns 40 years old. We want to go to a fancy delicious restaurant to celebrate. We ate a Bouley last time and loved the food, we wanted to go there again but the bouley at home restaurant approach now is different with counter seating with front-row view of chef’s cooktop, and we don’t think that would be as intimate. So we are leaning towards Per se or Eleven Madison.

Any advice or recommendations of where to go are welcome since this will be a one in a lifetime dinner for us.
