What's the dressing on the Mexican beef salad I had in Cabo?

We're just back from Los Cabo - we had a wonderful time - it's so beautiful. And warm, which it is not here!

Anyway, I had a 'salad' while there that was marvelous. It was shredded beef, with thinly sliced yellow, red and green peppers (though the green ones may have been jalapenos), onion, and a great dressing.

This is what I'm trying to figure out. I've got the shredded beef, thinly sliced peppers and onions but the dressing I dunno. I think it's vinegar, lime juice and from there I'm stumped. It was slightly sweet but in no way sugary. I looked on line and found a few but they don't seem like what I'm thinking of except for the the vinegar and lime juice.

Any thoughts?
