Dim sum, Emperor's Garden - food ID requested

At the steam table, there were these things that looked like battered, fried onion (or other veggie) strips, which turned out to be battered, fried whole little fish - about 3-4 inches long, thin, possibly dried before being fried, well-spiced, good fried-crunchiness, overpoweringly salty, but delicious in small quantities - one serving was just enough for the four of us.

Anyone know what kind of fish they were? ("Little fish," replied the steam table lady, which yup, they were.) No food allergies or anything riding on this, just curiosity.
