DC's lack of truly authentic ethnic foods

When I bemoaned the lack of truly good/authentic chinese food in the area, a friend of mine had a theory. He claims that DC isn't able to offer authentic ethnic cuisine because of its lack of ethnic neighborhoods (ala China Town in most other metropolitan areas, the "Little Village" area of Chicago, etc)which generally tend to be populated with immigrant laborers. He seems to think that because most of the immigrants to this area (at least in the past)were well educated, they did not seek to make a living in the food industry.

Does his theory hold water?
