Creme Puff Failure

I did it just like the recipe said. I boiled the water, butter and salt. I added the flour in one dump. I beat the eggs in one at a time. I piped it onto the trays. But no puff. My final product looked just like what I had piped onto the cookie sheet but browned. They tasted okay, but there was no cavernous air pocket to fill with pastry creme. Where did I go wrong?
