Where to have low-cost holiday party in downtown Seattle?

My company has tightened the belt. They are still willing to let us have a holiday party, but our budget is $50 per person. That's without significant others, but we feel like part of the fun of our once-a-year event is to bring our SOs and let everyone meet and socialize. That means we'd be cut to $25 per person. We have some slush fund money we can throw into the pot, so let's call it $30 per person.

I'm looking for places in downtown Seattle that would fit the bill. The party would need to be in the evening (5pm to 8pm would work, it doesn't have to go late) and fit our budget. I'm not expecting dinner for this price, just appetizers and drinks. The total number of people would be about 20.

So far I'm thinking Via Tribunali, if their private room is big enough. Any other ideas? I want to keep it as classy as possible (as much as I love Shorty's, PBR and hot dogs just doesn't feel right for this event).
