Chicken and Beef cooking question

I have been told that beef already thawed of course, needs to be left out on the counter for a bit before cooking it to make the cooking more uniform so to speak. Is the same for a *whole chicken.* I have no problem with cut up chicken pieces that I take from the fridge to the oven but this seems different.
