Chen Cang Beef--Recipe?

Does anyone know anything about a Sichuan style dish called Chen Cang beef? It is chopped/diced beef, dry cooked with scallions, peppers, etc., and served in a puffy sort of bun. I have only ever seen it at one restaurant (in DC suburbs) and so don't know if it is a standard dish. Web search (even using the Chinese characters of the name) have yielded no results.
