Casual lunch near Carnegie Hall

Manhattan hounds, I need your expertise. Please help me find a place (9th Ave ar anywhere else within a 15 min. walk of Carnegie Hall) where...

-Six can be seated (must be sit-down, though table service is not necessary) at noon on a Thursday and be out in an hour;
-cost is max $15 apiece total;
-fairly light fare is served (we'll be feasting later)
-food is knife-and-fork or not messy (we'll be in our finery)
-there is wheelchair access (no steps at all; but restrooms need not be accessible).

Any type of food is suitable, except Chinese. Reservations taken could be helpful given the time constraints, but not necessary if we can all get in without much if any wait. We can even go at 11:45 if someplace is ready for lunch service then.
