Is the Canadian fine dining scene superior, on average, to that in the states?

I've been to Canada twice as an adult - once about a year ago when I spent a few days at Whistler and just now for a little holiday to Quebec City. On both occasions, I consistently had exceptional restaurant meals. It has left me wondering if the Canadian dining scene is just a few notches above that which one typically finds in the states. I've considered the possibility that it's just because I'm on vacation and eating at better places then I would if I were at home, but I feel that even when I think about some of the upscale restaurant meals I've had in the states, they haven't been as consistently good. I'm not sure but am curious what other people's perceptions are.
