Bugs on my Romaine Lettuce

Hi There!

I always buy whole bagged Romaine Lettuce from my local grocery store.

Last week I had a bit left on a head so I wrapped it in a damp paper towel and stored in my fridge. When I went to use it I found small bugs, they almost looked like a cross between a fruit fly and a spider all over the lettuce.
So I quickly threw it down the sink in the shredder.

Yesterday I opened the re-seal bag to a COMPLETELY different bunch of Romaine Heads, and sure enough The bugs were all over them as well!
This was a completely different bag from a different store.
I’m very clean sometimes to clean! And I am so disgusted by this.
I’m scared to buy the whole lettuce again but love the flavor of Romaine.

Could you possibly help me in understanding, why, how and what these bugs are!
And how to prevent this again!
