Brining Fish For Fish Fry

I will be having a fish fry while on vacation and was thinking about brining the fish. I have read about brining fish in a few places but the percentages range from 4% up to 10% solution and the times range from 10 minutes to overnight. It will be mostly freshwater panfish. I want to season the fish and firm it up a bit but I don't want it too salty. Any thoughts? I figured when in doubt the concentration of sea water couldn't be bad.
