The bizarre nature of scones in the Bay Area

For those who have spent some time living in the countries of the British Commonwealth and have come to enjoy a decent devonshire tea, the state of scones in the Bay area is pretty dismal. Scones are usually served as light floury (and may I say risen) morsels but everywhere here I have been served something akin to rock cakes instead. I believe there is some beleagured confusion between the UK/Irish scone, which is the standard, and the humble Scottish drop scone. The latter, which resembles a soft biscuit, seems to be what is being served in the Bay area.Any thoughts on this devastating problem from fellow scones and tea lovers?Any place to get a decent cuppa?
