Birthday dinner downtown for a pescatarian

A group of co-workers will be staying at Embassy Suites on Stout St. for a conference and will be celebrating the birthday of a vegetarian who will eat fish. While we'd prefer to walk or take the bus, an Uber ride would be okay too. Looking at the following: City o' City, Root Down, Mercantile, Rioja, The Populist and The Plimoth. We're an older bunch looking for something fun and classy, not too noisy, entrees in the $30 range. Two would describe themselves as foodies and another loves dessert. From what I see on line, The Populist looks like my preference (because I want to try that jackfruit.) I'd appreciate feedback.
