When should I add vegetables to my stock?

I frequently make stock from the leftover carcass after I roast a chicken. I have always thrown some onion, garlic and celery in at the same time to simmer altogether. I recently had someone tell me that they only put the vegetables and aromatics in during the last hour- should I be waiting to add the vegetables?
