Just back from a trip to Halifax - my husband's family took us out to a small bar named the Rusty Anchor on Prospect Road (I think?) just past Shad Bay on the way to Peggy's Cove. There was much discussion on the way there as to whether the bar qualified as a dive, but we had the most yummy fish and chips. The amazing part was the price - $4.50 for two large pieces of halibut in a nice light non-greasy batter. His aunt ordered the scallops and instead of the usual number had a pile of at least 15 big fresh scallops. A good place to stop if you're headed out that way, and the staff were very friendly.
