Best time to visit for best chow? (PDX)

I'm a NY-er who's been dying for a trip there for a long time. Am contemplating either going for a long weekend in early April (which would be my 30th bday) or for the Brewers' Festival in July.

It seems like a lot of the farmer's markets and things like that don't open until late spring, so I'd be missing out on that. But I'm impatient and it's less expensive to visit now. ;) Is there a good, better, best time to visit?

Also can you recommend 1) a top restaurant for a 30th bday (it'd be my husband and me), 2) a great sushi place, 3) winebars (is Noble Rot as good as it sounds?), 4) brewpub? I'd be most appreciative.
