Overheated oil gum

Every once in a while I get some overheated / burnt oil on a pot. It makes a gummy mess that's nearly impossible to remove. One plastic-cased deep fryer went to the big appliance store in the sky just because the outside was so disgusting.

The self-cleaning cycle of the oven takes care of this stuff without a problem, but not all of my cookware can go in the oven. Is there anything short of napalm that will remove this goop?
