Kiss sushi requiring reservations?

First off, thank you to Jasmine and Malik for pushing me towards Okaze and Kiss when I asked for cheap sushi near Japantown. We opted against Okaze because of the lack of parking in the area (should have cabbed it, oh well).

We walked into Kiss, however, and despite the fact that there were 8 open seats, we were told that none were available. OK, I grant you that Kiss is small (seats 12), but it was already 7:30 when we walked in. I'm wondering if reservations are mandatory there.
