Gift certificate etiquette and mid-range suggestions?

I want to buy a gift certificate to a nice place for a relative as a birthday present, but I can't really afford to buy one that would allow a party of two to dine comfortably at high-end places (i.e. I can afford up to $60-100). So, a couple of questions:

1. Is it horribly rude to give a gift certificate for that amount to a place like Babbo, since it might not even cover one person? Would it be horribly rude, in general, to give a gift certificate that would only cover one person's meal?

2. If so, then what are some good restaurants in the mentioned price range, below 23rd st. preferably, to buy a gift certificate to? Where 2 could eat for $60-100? It doesn't have to be a special-occasion type place, but it should be fun. Italian, Japanese, Thai, New American, are some cuisines that would work.

Very open to suggestions.
