Best Chinese Lunch-- near SF Chinatown/financial district

Chinese New Year's coming up!! We're looking for a good place that accommodates a group of 6-10 people for a yummy, yet not too expensive lunch (up to $20-25 a head). (doesn't have to reflect the New Year's line-up necessarily)

We're open to any suggestions as long as it's authentic and yummy. (even if it's a small place, it would be good to know about it for future reference). My family is Shanghainese, transplanted to Hong Kong, and so we're up for real good, authentic Chinese.

I've been to R&G Lounge for dinner, but thought it was on the expensive side for what it was (food, ambiance). Harbor Village again is good, but a little on the expensive side for just dim sum. My favorites in the Bay Area have tended towards East Bay (close to home) restaurants like: Great China, Saigon, Daemo... (good value for great food) Anybody know about Four Seas?

Any suggestions would be greatly appreciated!!!
