Want to celebrate...but money is an object!

My boyfriend's birthday is next week and we want to go somewhere for a tasty and festive dinner. If money were no object, we would already have reservations at Gramercy Tavern - however, we are both graduate students and have to be somewhat budget-conscious, so I need some help with this one. Does anyone have a recommendation for a better-than average restaurant with lower-than-average prices that would be fun and festive for a birthday? (I'm thinking entrees in the low teens and a wine list that starts below $30 a bottle.) We do love eating great food in total dives, but for this occasion, we'd prefer a place with good decor (could be fancy, funky, cool - just not blah). We can go anywhere that a Metrocard will take us...
Am I asking the impossible?
