Annapolis: Seeking a room w/a view, a martini, & maybe some creme brulee

I looked through previous discussions on Annapolis, but didn't find the specific info that I'm looking for:

I need someplace classy to get a drink and perhaps an appetizer or desert fairly late (10ish) on Saturday night with my parents in Annapolis. We used to go the Charthouse for this, but it's gotten pretty shabby and just isn't that great. Okay, it was never that great, but it was someplace with which my folks are comfortable. I grew up in in the area, but haven't lived there for nearly fifteen years, so i'm not exactly familar with my options. (And I moved before I could afford nice restaurants anyway.)

Upscale, preferably a view. And I think i'd prefer Eastport, as the parking is generally easier and it's less frantic on a warm Saturday night. Lounge area of a nice restaurant is fine, as long as it's more lounge than bar -- need enough space that the smoke won't bug my mom.
