The flour absorbs the liquids as the batter sits, creating a smooth texture. Resting gives your leavening agent — often baking soda or powder — time to do its work.
The leavening agent reacts with the other ingredients; it releases carbon dioxide, which forms the air bubble and allows your batter to rise.
