Some places I'd recommend are Mon Ami Gabi, outdoor patio facing Las Vegas Blvd and the Bellagio fountains at the Paris Hotel (you can sit outside in LV in March). Good for either Lunch or Dinner First come first serve for the patio. Milos, which you have the original in Toronto has a great $20, 3 course lunch special. Spago at the Forum shops is Vegas' original fine dining spot. Either the cafe out front or the restaurant for dinner. Bouchon too, for either lunch, brunch or dinner is excellent. Olives at the Bellagio is good too.
For dinner, you could do B&B and that level of Vegas restaurant but, at that caliber restaurant many main courses are in the $35-40 range which already exceeds your budget. If you want to experience those places the pre-theater dinner specials are available in many restaurants for $49 or less but tax and tip will be additional. The one at American Fish at Aria is excellent. Have a great trip!
