woman on the verge seeks b-day fun spot

Looking for a good spot for my 30th (eek) birthday dinner. Will be 10-15 people. budget $1-$70 per person. Last year, this feast was held at Congee Village.
Must be festive and delicious. Round tables for large parties are preferred (so we can enjoy each others tipsy glow and converse). I like kitch and I also like luxury. I am thinking some intersection of the following: old school italian toasting marathon(monte's venetian room), drunken debauchery and poor choices (russian nightclub like Rasputin but i hear the food is bad), some multi-course turkish, morrocan, middle eastern place with floor cushions, dark lush environment, and I always always love Chinese food (but will not be rushed by Joe's Shanghai). Unique and delicious.
Thoughts? Brooklyn or Manhattan suggestions welcome!
