Are wines ever tested for pesticide residue?

This thought came to me when I was recommending to a friend a great wine I had tried. She stated that she doesn't drink wines from South American countries and claimed that they use pesticides that are banned in the USA. Is there any validity to this, or even wines that are produced here or elsewhere? Is there any testing process for wines so we know what we are drinking is free of pesticides?
