Wine pricing

Another thread reminded me of soemthing I have been wondering for a long time. I know very little about wine besides what $15 and under bottles I like from the corner store, but every once in a while I read that a restaurant is serving a particular wine at or under retail. I'm in New York and I have to wonder how this happens, as delis charge $6 for white bread sandwiches just because they can. So, is it some sort of oversight by an insuffieciently informed wine staff or a hook to get people in, or some sort of overabundance of a vintage that may be turning soon, or just a courtesy to those who know what they are doing, kind of an insider trading of the food industry?
