White crust / coating on tin?

Hi all - I recently picked up a nice old Barth & Son copper saute pan, and I'm trying to decide if it needs retinning or not. There's a dull, white layer over the tin and I'm not sure if it's some kind of coating from a previous owner's attempt to polish/clean the pot or just the way this tin has aged. Any idea what this might be??

It almost looks like someone applied white paint to the tin, though I know that doesn't make sense... Especially near the rivets on the inside it looks paint-like in terms of thickness and dullness. So far, it seems very resilient - boiling baking soda hasn't dissolved even a bit of it for instance. Any ideas what this is? Is there a good way to clean it off, or should I just go ahead and have this pan retinned at some point? Very grateful for any ideas, since so far I haven't been able to find answers from googling.

If it's just strangely colored tin, that'd be terrific since I'd love to start cooking on this thing :) I've been hesitant since it's such a different color than the other "layer" of tin though, which seems to be a more normal dark gray.. Attaching a few photos to try to give you an idea of what I'm looking at.
