"White Bamboo" in the Bay Area?

On a trip to Vancouver over the weekend, My wife and her sister were excited to find something called "Ko Ba" or "Go Ba" (in Shanghainese) in the markets in Richmond. They've never come across it in the Bay Area. It was identified as "White Bamboo" in one of the markets, and looks like a bamboo shoot, but is stark white in color and cooks up much tenderer than spring bamboo and without the woody taste.

Is anybody familiar with this product, or knows if it can be found anywhere in the Bay Area?
