Anyone know how to make a loaf of 100% whole wheat bread that isn't super dense & heavy?

Every time I make it it tastes good but it doesn't come out with the consistency I'm looking for - i.e. it's crumbly and dense rather than fluffy and elastic. Is the solution just to add some regular (not WW) bread flour? Any whole-grain solutions? Thanks
