weird potato question--oldtimers' trick?

I read in that old online Fanny Farmer cookbook that when boiling large whole potatoes, to cook them thoroughly and evenly you should add a cup of cold water to the pot toward the end of cooking, which "drives the heat inward," cooking the centers and preventing the outer part from overcooking. This seems nonintuitive to me.

Anyway, I'm boiling large whole potatoes right now and remembered this nugget. Has anyone every tried it, and does it make any sense?
