Weights of packaged meat at the grocery store

How are the weights of packaged meat determined? I just purchased two packages of country-style pork ribs. The weight on one package was 2.21 pounds and the weight on the other package was 2.12, so I expected the meat to weight 4.33 pounds. I needed 3.5 pounds, so placed a plate on the scale, tared it to zero and laid the ribs on top. The total weight equaled only 4.01 pounds! I feel cheated out of that third of a pound. Now, it's not a lot of money - only about a dollar, but still...

Do the meat people not weigh the package until it is all packaged up - foam tray, "diaper" and plastic wrap? Is this standard practice?
