Washington,DCer coming to Santa Monica

We're going to be in SM for 3 nights in mid-February. The last time we were there we ate at Michael's (fun to sit in the garden and good food), Valentino's (very, very good), Border Grill (overrated, in our view), the Lobster (fun to be at the beach), and Joe's (in Venice -- excellent value). We want to do one "blow out" while there and were thinking of Melisse, which we can walk to. However, the LA Magazine restaurant guide indicates that "the tariff is steep" there. What, in general terms, does that mean? We're also thinking of JiRaffe(502 SM Blvd) and/or El Dorado Cantina (in Brentwood) and/or Chinois on Main -- all places we've never visited. Any other thoughts or recommendations (e.g., where to get good tamales) much appreciated.
