Another "When the waiter yells at you" Question

SWMBO and I were out-and-about last night in the downtown area of my little burg, walking and enjoying the different displays when we noticed an older couple walking briskly towards, and then past, us. We were immediately aware of a second person trailing a ways behind yelling some interesting phrases at their retreating backs.

At first I thought he was a pan-handler (the downtown area does have a just few) but the uniform showed that he was a waiter. He made it easy to hear that he was very disappointed in their idea of what constituted a proper tip. When he'd decided the night's chill was too much, he turned and went back into the restaurant.

What would you do if confronted with something like this?
