Ueno or Nippori Stopover - Late Dinner (Tempura or Robatayaki plus Izakaya) and One Lunch (Sushi?)

I have been to Japan many times and have visited most regions of the country, however I have insufficient experience in Tokyo. Whereas we have had very good luck selecting food in outlying regions, it seems I have the occasional great meal in Tokyo but too often uninspiring ones... presumably due to lack of planning.

I have a one night stopover (transit at Narita Airport) arriving at 20:15, which means I realistically will not arrive until 21:30 or 22:00. We will leave our carry on bags at the airport (locker or checked luggage).

Ueno or Nippori will be a very convenient place for me to stopover.

1) Is anyone aware of any quality tempura restaurant open late? I find they generally close early. Otherwise I would love a cozy robatayaki. Although I am open to other recommendations that are convenient to Keisei Skyliner station in Ueno or Nippori.

2) We will visit two places on the first night, so the second will obviously likely be a late night izakaya.

3) We have time for one lunch the following day (flight out of Narita is at 16:00). I would like sushi, though again open to anything special in the area. I have been to some higher end sushi options closer to Tokyo station, but is there anything worthwhile around Ueno or Nippori?

I could have sushi at the restaurant post-immigration at Narita airport, which is not ideal, but acceptable.

Places can be high end or low end... just looking for some above average food quality. Can be at any price point.

I have searched quite a bit, but having difficulty with this particular area. Thank you for any advice.
