I just picked up a few turnip cakes from a street vendor on Mott St between Pell and Bayard. Not only were they incredibly cheap(3 for $1.25), they were also really good. I believe they are made with turnip and shrimp powder with bean sprouts and chinese suasage thrown in, then pan fried to get nice and crispy on the outside. He then served them to me with two sauces, a brown sweet one and a sweet chile sauce.
