Seems to me that there are a few amazing examples around NYC of people with TRUE culinary/artistic visions that persist, over time, in unique situations, and produce consistently amazing and groundbreaking food.
Two archetypical examples are Kebab Cafe in Queens and Difara's pizza in Brooklyn. Spicy Mina's, I believe, will reach this status over time.
