Tops is just as advertized. Small, informal, with great noodle and rice dishes.
We had the vegetable with crisp thin fried noodles, the beef chow fun with brown sauce (I think the sauces were the same - thick, a bit bland, but just what you'd expect.
We also had seafood chow fun with white sauce, though this sauce was quite bland, and fried rice that was very good, very eggy. I tried the chicken wings, but there were unremarkable.
