Thai Command of English over other East Asian Cultures?

Have wondered this before and finally decided to post here. I live in Boston and over the last 40 years, I have observed that - every Thai restnt I've eaten in- has Thai servers who speak good English. They are unfailingly friendly, gracious and helpful. That has not been the case with other East Asian restaurants and in particular with various Chinese restaurants. Does Thailand have a higher literacy rate and less poverty than most East Asian cultures? Is English taught and required in public schools? Has anyone else had this experience with Thai servers? I have also noticed that every single Thai restnt I have entered- has a photo of theThai king and queen; they seem to be very closely tied to and cherished by their people.

Lastly, are there strong regional differences in Thai cuisine and could you briefly describe them? I will do a Wiki search in the meantime.Thanks much for your help.
