St Paddy Corned Beef....

Thinking about Corned Beef this year... Past 2 times we've bought and cooked it... the quality of the meat was TERRIBLE. This was even paying more and getting the better brand at the supermarket as opposed to the nearly free one they offer this time of year that makes a better speed bump than it does a dinner. I was thinking about simmering cabbage, potatoes, and carrots in pickling spices and when they were nearly done just laying sliced deli corned beef on top of that to steam it warm. Does that sound feasible?... I truly love CB, but I despise over-paying for what ends up being half the weight it starts out at and then despite hours of simmering .... still just chewy old horse meat. Any thoughts??
