spicy (hot) food countries and their neighbors

why are there such dramatically different food preferences amoung nations in close proximity? i'm talking in terms of spicyness mostly and am thinking mostly about south america, a continent where (i believe) chilis are indiginous.

for example, why is venezuela's food sooooo not spicy when other countries nearby have spicy/hot cuisines? is it a question of climate? geography? psychology? genes?
