Slow cooked beef not tender

I sealed the beef with a few ingredients for a stew. I added some stock and tinned tomatoes.
I then put it in the fridge for 2 days and cooked it for 2 hours @ 120c.

It was tasty but the beef was still a bit tough. What did I do wrong? Was it the delay in the fridge or the oven not hot enough?
