Sister treating birthday dinner

If your sibling is treating for dinner, where would you suggest to go?
I don't want her to spend more than $150(only food exclusive of tax, tip and drinks). We like everything(which is why it's so hard to pick). We also prefer a place below 50s..both west and east side. It will be a plus if the restaurant makes excellent cocktails.
What is a good tapas place these days? Tertulia?
