Sifting flour--or not

When a recipe for baked goods says nothing about sifting the flour, what should be assumed--that it should be taken for granted that the flour should be sifted, or conversely, that it should not be sifted? Most recipes explicitly state that the flour should be sifted or not, but what about recipes that don't indicate what to do either way?
