Short Pulls--What Do You Do?

So, here's photo of a draft "pint" pulled for me yesterday. I paid $5.40. My wife, who ordered a 12-oz bottle, poured her beer into an identical glass--which filled it to *exactly* the same level as mine.

I really try to be nice to servers, so I didn't say anything at the time. But when she asked me if I'd like another beer, I smiled and said: "Sure, as long as you fill it this time."

Same result for Beer #2. $10.80 for 24 ounces of nothing-special beer? Shining off a paying customer (we also had dinner) without even saying sorry?

Not going back.
